Theodore TOO, the life-size reproduction of Theodore Tugboat, has partially sunk in a St. Catharines port.
The boat’s proprietor, Blair McKeil, says Theodore took on water whereas docked on the Ontario Shipyard in Port Weller on Tuesday.
