The County of Simcoe is moving forward to address local housing issues with the launch of its Housing Attainable Supply Action Plan (ASAP), a focused strategy aimed at increasing the availability of affordable and varied housing throughout the region.
This initiative includes measures for the county and its 16 municipal partners to assist residents in finding reasonably priced homes within their own communities. A significant aspect of the Housing ASAP is the development of a Community Planning Permit System (CPPS) Template, which consists of a model Official Plan Amendment (OPA) and Community Planning Permit (CPP) bylaw.
The intended changes will help municipalities simplify their planning processes and speed up housing development.
To kick off the project and collect public input, the county will hold an in-person information session on Nov. 24, from 3 to 5 p. m. at the Simcoe County Administration Centre, located at 1110 Highway 26, Midhurst. Those interested must register by emailing Kr****************@****oe. ca.
This session will feature a presentation by Planscape Incorporated, the county’s planning consultant, discussing how the CPPS can unify zoning bylaw amendments, minor variances, and site plan control into one approval process.
The CPPS is a flexible land use planning tool that seeks to make housing approvals more efficient while still allowing for community feedback and local priorities. It enables municipalities to set conditions related to affordable housing, urban design, landscaping, and environmental protection.

After completion, the CPP bylaw will permit municipalities to issue development permits for projects that meet specified standards, helping introduce new homes to market more quickly and transparently.
