Somerset ward councillor Ariel Troster says she’s “devastated” after a person sleeping within the streets of downtown Ottawa was discovered “frozen to dying” on Monday.


Ottawa police say they obtained a name for an individual in medical misery close to Elgin Avenue and Cooper Avenue at roughly 4:30 a.m.


Paramedics say they discovered an grownup male in his 40’s in cardiac arrest. He was transported to hospital in life-threatening situation, paramedics say.


Police confirmed he later died in hospital.
