Clifford Earl Billard was born on March 15, 1934 in Aneroid, SK. He was the second youngest among ten siblings born to Charles and Hazel (Megeney) Billard. The family relocated to Thunder Bay when he was a child, and Cliff would later entertain his family with numerous stories of his adventures (and misadventures) growing up on Dalton Ave. He went to Oliver Road School and then attended Port Arthur Technical School, which became Hillcrest High School. On August 2, 1958 he married Ruth Anderson, the love of his life, and they welcomed four children together. Over the years, Cliff and his family enjoyed camping, fishing, and various outdoor activities, as well as playing board games and card games around the kitchen table. He worked at Powell Equipment as a heavy-duty mechanic before becoming a foreman. He retired in 1995. Cliff and Ruth loved traveling and hosting summer gatherings for family and friends. He bowled for many years with the Volunteer Pool League and was a dedicated member and volunteer at the North Mc Intyre Rec Centre. Cliff passed away peacefully on January 31, 2026 surrounded by family at St. Joseph’s Hospital at age 91. He was predeceased by his wife Ruth, parents, and eight siblings. He is survived by his four children: Kathleen Jennifer Webb (Terry), Lynn Margaret Billard (Adam Dooley), David Allen Billard, and Jeanette Hazel Billard; grandchildren Amy Mc Devitt, Melissa Mc Devitt, Jaymie Szwajda, Sean Webb, Richard Spithoff, Natasha Agostino, Stephanie Folino, Ethan Billard Dooley and Aidan Billard Dooley; along with eleven great-grandchildren and many nieces, nephews, and other extended family members. We want to express our gratitude to the staff of St. Joseph’s Care Group for their wonderful care of our dad as well as to the staff of Chartwell Hilldale where he lived for the last four years. Cremation has taken place with interment scheduled for a later date. In lieu of flowers, donations can be made to St. Joseph’s Care Group or TBRHSC Cancer Care.
