Mississauga Mall Development Plan Heads to Tribunal

A major development plan at a Mississauga mall is now heading to the Ontario Land Tribunal.

Located at 5100 Erin Mills Parkway, the multi-phase project includes nine towers that will rise between 20 and 44 storeys, adding up to 3,162 residential units at Erin Mills Town Centre. Applications for this project were submitted in late 2024.

This development won’t affect the main mall; however, structures housing Pizza Pizza, Home Sense, HERO Burgers, Bouclair Home, a medical and dental office, a pharmacy, and a Dollarama will be demolished to make way for it.

City officials raised several concerns about the proposal last year, particularly regarding the height of the 44-storey buildings being too excessive for this site. Local residents also expressed their opposition, with around 2,470 people signing a petition against it.

The project was not approved due to needed adjustments in the proposal.

The developer, EMTC Holdings Inc., has brought this matter before the Ontario Land Tribunal because city council did not reach a decision on the official plan amendment and rezoning applications. The Tribunal can override municipal decisions and approve projects. A case management conference is set for February 18.

City planners are seeking approval from council to send legal representatives to oppose this application at the tribunal as mentioned in a report for the Planning and Development Committee. The committee plans to discuss this issue during their January 26 meeting.

According to the report, there are numerous unresolved issues with this application.

The proposed project does not create a complete community since it only features residential units without any retail or office spaces included.

It remains unclear how parkland acquisition will be handled as well as public roads and how different phases of development blocks would unfold. The paths for vehicles and pedestrians are also uncertain. Furthermore, wind effects resulting from the towers’ height and position have not been addressed satisfactorily in this proposal.

The application fails to show that this development is practical from perspectives such as streetscape design, engineering requirements, and servicing aspects. The suggested height and density mark a “significant departure” from what’s currently established in that area.
