London Police Adopt New AI Guidelines

Police in London, Ont., are putting new policies in place regarding the use of artificial intelligence, joining other law enforcement agencies across Ontario.

The London Police Services Board approved these updated rules at its meeting on Thursday to ensure that the use of this technology complies with laws, protects privacy, and maintains public trust.

“AI technologies are becoming increasingly embedded in policing,” said board chair Ryan Guass during the meeting.

“While they offer opportunities for efficiency, they also introduce risks related to privacy, bias and public confidence.”

Setting governance expectations for AI usage in policing is currently up to police boards since there isn’t a provincial framework; London’s guidelines take inspiration from those established by police services boards in York, Peel and Toronto.

According to London’s policy, “AI must remain subject to meaningful human oversight, and that its use must be justified, proportionate, and consistent with legal and ethical standards,” states a report sent to the committee.

Additionally, an “AI Technology Compliance and Risk Report” will be presented annually to the board.

Parts of that report may involve operational, legal or security concerns; therefore a public summary will likely be necessary, according to the report.

“AI Technologies shall be used only in a manner that complies with the applicable laws, including the Canadian Charter of Rights and Freedoms, human rights legislation, privacy laws, and policing legislation,” reads the framework.

“The use of AI technology must be shown to further the purpose of law enforcement in a manner that outweighs identified risks.”
