Waterloo Regional Police issued an Ontario-wide arrest warrant for a person in connection to a September taking pictures in Kitchener.
Officers have recognized Michael Allard, 39, from Windsor, Ont. after a taking pictures that occurred in September.
Investigators say Allard is taken into account to be armed and harmful and his whereabouts are unknown.
