A collaborative investigation led by the Ontario Provincial Police, along with 25 other police agencies, has resulted in charges against 63 people for online child exploitation, including four from Kingston.
The initiative known as the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet (Provincial Internet Child Exploitation Strategy) helped identify 51 victims in the battle against online child exploitation.
As part of Project Time, a coordinated provincial operation aimed at identifying predators targeting children, investigators focused on individuals involved in creating, possessing, and sharing child sexual abuse material. Authorities confirmed that victims were identified and protected, receiving necessary support.
Outcomes from Project Time include:
51 victims identified. 63 individuals arrested. 213 charges laid. 814 electronic devices seized. 264 criminal investigations conducted. 154 ongoing investigations. Two accused held positions of trust and authority in their communities. Eight accused were repeat offenders.
While law enforcement continues to combat internet child exploitation, police have urged parents, educators, child advocacy groups, government bodies, and tech companies to join efforts in keeping children safe.
Of those 63 individuals arrested and charged, not all names can be disclosed due to a court-imposed publication ban.
The police partners involved in the Provincial Internet Child Exploitation Strategy have reported a notable increase in incidents of online child sexual exploitation and related materials over recent years.
The individuals charged from Kingston include:
35-year-old Thomas Rogers: Two counts of failing to comply with a prohibition order. 79-year-old James Glenn: Two counts each of possession of child sexual abuse and exploitation material; accessing child sexual abuse and exploitation material; and making available child sexual abuse and exploitation material. 24-year-old Minyang Fan: Two counts of possession of child sexual abuse and exploitation material; accessing child sexual abuse and exploitation material; making available child sexual abuse; five counts of failing to comply with a release order. 26-year-old Yuheng Dai: Possession of child sexual abuse and exploitation material; three counts of failing to comply with a release order.
