Man Taken into Custody After Traffic Stop

On August 1, 2026, around 6:18 p. m., a member of the Kingston Police Traffic Safety Unit noticed a man riding a motorized vehicle (an e-scooter) in the designated bicycle lane at Division Street and John Counter Boulevard. The vehicle was going quite fast, clocking in at 77 km/h according to a mobile radar unit.

The officer pulled over the rider shortly after. During this encounter, the individual did not follow police instructions and was subsequently taken into custody.

A deeper investigation revealed further violations and outstanding issues.

The individual was taken to Kingston Police Headquarters before being released on an undertaking. A 42-year-old resident of Kingston received seven Part III summonses for these offences:

Drive While Under Suspension Owner Operate Motor Vehicle Without Insurance Drive Motor Vehicle Without Insurance Drive Motor Vehicle Without Licence Plates Drive Motor Vehicle Without a Vehicle Identification Number (VIN) Fail to Stop When Directed by a Police Officer Speeding (77 km/h in a posted 50 km/h zone)

Kingston Police Share E-Scooter Guidelines for Residents

The e-scooter involved in this incident does not fit Ontario’s definition of an electric kick-scooter under the pilot program. According to provincial regulations, compliant electric kick-scooters have a maximum speed limit of 24 km/h. Devices that exceed this speed might be classified as motor vehicles under Ontario law and need insurance, licence plates, permits, a Vehicle Identification Number (VIN), and licensed drivers. Not adhering to these requirements can lead to significant fines if convicted.

Kingston Police remind everyone that e-scooters are currently not allowed on municipal roads, sidewalks, trails, pathways, or any other public areas within Kingston. Those who decide to operate e-scooters or similar devices that don’t comply with provincial and municipal rules may face enforcement actions such as charges, fines, vehicle impoundment, and other penalties where applicable. Riders should take responsibility for understanding and following all laws regarding these devices.

Joining the pilot program is up to municipalities while still meeting provincial standards and local regulations. The City of Kingston has yet to join this pilot program and is examining e-scooters along with other micromobility options through a process aimed at developing recommendations for Council’s review. At present, e-scooters are prohibited on municipal roads, sidewalks, trails, pathways, or other public spaces.

Kingston Police remain committed to encouraging road safety and will keep enforcing both provincial laws and municipal bylaws related to e-scooters as well as other motorized devices. Riders shouldn’t assume that any device advertised as an e-scooter is legal for use in Kingston or exempt from motor vehicle laws.

Before using any e-scooter or similar device, individuals are urged to get acquainted with relevant provincial regulations and local restrictions. Following these guidelines is crucial for everyone’s safety on the road while also avoiding potential enforcement actions.
