An inmate at Bath Institution in Loyalist Township has been charged following an investigation into a sexual assault reported by another inmate, according to police.
In a press release on Tuesday, Aug. 27, 2024, the Ontario Provincial Police (OPP) detailed that on May 30, 2024, the Correctional Service of Canada (CSC) contacted the OPP-led Joint Forces Penitentiary Squad after an inmate reported being sexually assaulted the night before.
An investigation ensued and, nearly two-and-a-half months later, members of the Penitentiary Squad arrested the accused inmate, 52-year-old Kirk Williams.
According to the OPP, Williams has been charged under the Criminal Code of Canada with:
Sexual assaultAssault causing bodily harmAssaultUttering threats to cause death or bodily harm
Police said that Williams remains in the custody of CSC and is scheduled to appear before the Ontario Court of Justice in Napanee next month.
Kingstonist inquired with the OPP as to whether Williams is the same Kirk Williams convicted of sexual assault in Mississauga and later declared a dangerous offender. According to the OPP, that information is not up to police to disclose. Kingstonist subsequently followed up with CSC, who confirmed that the inmate charged as outlined above was indeed convicted of sexual assault in Mississauga in 2014. He was then designated a dangerous offender in 2018, which was reconfirmed in 2022 when Williams lost his appeal of that designation.
