The Ontario Land Tribunal has decided that the City of Hamilton needs to extend its urban boundary by at least 1,600 gross developable hectares to support residential growth until 2051, effectively lifting Hamilton’s urban boundary freeze.
In a ruling released on August 17, 2026, after a 15-day hearing conducted from April 13, 2026 to May 1, 2026, OLT Member Eric S. Crowe determined that Hamilton’s goal of an 80 per cent intensification target does not align with the Provincial Planning Statement and must be eliminated.
