October 27 (Toronto, ON) – Recent surveys from Liaison Strategies reveal that the federal Liberals are ahead in Toronto, Ottawa, and Mississauga, while the Conservatives have the upper hand in Brampton, Markham, and Vaughan. Meanwhile, Hamilton, London, and Kitchener are closely contested areas where parties are only a point or two apart.
Conducted between October 22 and 23, 2025, through Interactive Voice Response (IVR), the survey gathered responses from 800 voters in each city (with a total of 1,000 surveyed in Toronto). The margin of error stands at ±3.46 percentage points for nine out of ten surveys and ±3.09 percentage points for Toronto’s survey, both with a confidence level of 19 times out of 20.
Liaison Strategies is recognized as one of Canada’s most reliable polling companies. It was rated #1 for accuracy during the 2025 Ontario election and #2 nationally in the federal election that same year. Liaison is also part of the Canadian Research Insights Council (CRIC).

With just a year left until Ontario’s municipal elections, we examined the ten most populated cities in the province: Toronto, Ottawa, Mississauga, Brampton, Hamilton, London, Kitchener, Markham, Vaughan and Windsor. Given that many of these cities were key battlegrounds during the federal elections we also collected data on federal voting intentions.
The NDP is trailing across all ten cities but is polling strongest in Windsor (18%) and Hamilton (21%). While urban Ontario continues to lean Liberal, Conservatives are making gains in suburban and industrial regions that previously supported Liberal majorities. Pierre Poilievre shows strong support in outer GTA areas; however Mark Carney still holds substantial backing in Toronto (51%) and Ottawa (50%).
The city reports available on our website indicate that housing issues and crime remain significant concerns within urban centers; crime has now become the top issue for residents of Toronto. Still yet, the Carney Liberals maintain a lead with 51%. In Hamilton-where crime tops concern for 34%-the Liberals find themselves tied with Conservatives.
While federal boundaries don’t always align perfectly with city borders-in some instances like Toronto they do-the Conservatives have seen notable increases particularly in Brampton compared to last election when Liberals had a slight edge by two points.
Although we don’t anticipate an election this year given it’s a minority government situation-anything could happen.
