Dr. Jane Philpott Outlines Ontario’s Plan to Connect 2 Million Residents to Primary Care

Dr. Jane Philpott, the former Federal Health Minister and MP for Markham-Stouffville, is currently leading Ontario’s Primary Care Action Team. She highlights that 6.5 million Canadians don’t have access to a family doctor or nurse practitioner. When primary care isn’t reliable, many patients find themselves in hospitals with serious conditions that could have been caught earlier. The goal of Ontario’s Primary Care Action Plan is to guarantee that every resident has a family doctor or nurse practitioner by 2029. This plan includes establishing 305 new or expanded primary care teams, funded by $1.8 billion, aiming to connect an additional two million Ontarians to healthcare services. Philpott mentions that the long-term vision is to make accessing primary care as automatic and easy as enrolling children in school.

Few Canadians have seen the healthcare system from as many angles as Dr. Jane Philpott. From working in rural West Africa to leading family medicine at Markham Stouffville Hospital, she has dedicated her career at the crossroads of front-line care, medical education, and health policy.

Elected as the MP for Markham-Stouffville in October 2015, Philpott served nearly two years as Canada’s Minister of Health. The bestselling author studied medicine at the University of Western Ontario, founded the Health for All Family Health Team in Markham, and played a role in shaping future physicians as Dean of Health Sciences at Queen’s University.

Now overseeing Ontario government’s Primary Care Action Team, Philpott leverages her extensive experience to tackle one of today’s biggest challenges in healthcare: ensuring all Ontarians have dependable and easy access to a trusted family doctor.

Philpott discussed this issue during last week’s Parkview Services for Seniors’ 60th anniversary gala where she was the keynote speaker. She shared memories of moving to Stouffville in 1998 and buying a home on Manitoba Road so her kids could attend Summitview Public School. Enrolling them was straightforward and almost automatic-unlike the struggles many Ontarians face today when trying to find a family doctor.

“I did not have to beg to get my children into school. I did not have to put their names on a list and wait in hopes that someday they would get to go to school. I didn’t need to call all the important people in town to say, ‘Is there any way I could get my kids into school?’” she said.

Back then, two medical practices catered to fewer than 20,000 residents effectively; however, nearly thirty years later Stouffville’s population has grown close to 60,000. Although more schools have been established alongside this growth, there hasn’t been an increase in available family doctors or clinics.

While school boards and provincial authorities planned ahead for new students’ needs-as noted by Philpott-the same foresight wasn’t applied towards healthcare planning. “Nobody ever organized primary care that way,” she explained. “In Stouffville, just like every other town in Ontario… access to primary care services including family doctors hasn’t kept pace with population growth.”

She also highlighted broader implications resulting from this gap: “It’s fantastic that people are living longer now but they require more healthcare services,” Philpott stated. “The situation has gotten so dire that we’ve found out… there are actually millions of people across this country who lack access to primary care.”

Canada takes pride in its publicly funded medicare system; however it doesn’t ensure reliable access everywhere within communities according to Philpott. She provided data indicating about 6.5 million Canadians-including two million Ontarians-don’t have a dependable family doctor or nurse practitioner available.

“We all thought that because we had a national health insurance system… we somehow had a national health system. It turns out we didn’t,” she noted thoughtfully. “It seems nobody ever stopped long enough really ask whether each community-every neighborhood across this province or country-should provide accessible entry points into healthcare.”

The Markham Stouffville Hospital continues being an essential resource; nonetheless Philpott recognized it shouldn’t be individuals’ first choice when seeking medical assistance without having regular visits with their own family doctor who can oversee ongoing health checks and screenings early enough before issues escalate significantly causing complications down the line.

This leads too often unfortunately towards advanced illnesses arriving at emergency rooms where options become limited impacting overall patient outcomes negatively over time spent waiting unnecessarily instead being treated promptly through continuous management by established physicians families trust most likely prior entering hospitals initially if they were attached directly associated already beforehand adequately receiving necessary support firsthand dealing proactively rather reactively only after situations worsen unnecessarily further adding strain both emotionally physically upon those affected ultimately damaging future prospects recovery depending timely intervention take place first right away whenever possible hopefully avoiding crisis situations altogether whenever feasible ideally always striving attain positive results reach better standards providing quality effectiveness wherever appropriate levels improve continuously enhancing experiences throughout our entire society together positively benefiting everyone involved greatly overall enabling improved success stories shared between those needing assistance regularly finding resolutions quicker leading positive changes occurring continually benefiting us all collectively eventually overcoming obstacles successfully navigating through tough times ahead regardless whatever challenges arise along journey taken forward together collaboratively united purposefully working hand-in-hand every step way until achieving goals set forth determinedly pushing boundaries never stopping until reaching true realization dreams envisioned wholly fulfilled finally completing remarkable transformation witnessed firsthand long desired aspirations come fruition turning visions reality changing lives better ultimately fostering stronger healthier communities thrive flourish brighter tomorrow awaits!
