Concerns Rise Over Harassment at Guelph Council

The yearly report from Ontario’s Integrity Commissioner reveals a “growing concern” regarding harassment faced by councillors and the mayor, along with their responses to it.

The report shows that the commissioner’s office has received “various” inquiries about how to handle both in-person and online harassment.

“We would like to highlight a growing concern,” said John Mascarin, Ontario’s Integrity Commissioner, in the report. “Our standard advice to members facing harassment is to attempt to not engage with the other party/ies, and if de-escalation is not feasible, to quickly and safely withdraw from the situation.”

The commissioner concluded that if harassment escalates to threats, it should be reported to “the relevant enforcement authority” rather than municipal administration.

A shift is on the horizon for Guelph council this fall. Several council members have chosen to step down from their positions.

After 12 years leading the city, Guelph Mayor Cam Guthrie announced he will not run for re-election earlier this month.

Councillors Leanne Caron, Erin Caton and Michele Richardson have also reportedly decided against seeking re-election next term.
