Whitby Calls for GST/HST Removal on New Homes

Whitby Council has urged both the Government of Canada and the Government of Ontario to eliminate the GST/HST on all newly constructed or significantly renovated homes bought from builders as primary residences in Ontario.

Staff was tasked with forwarding the resolution to the Prime Minister of Canada, Federal Ministers of Finance, Housing, Infrastructure and Communities, as well as to the Premier of Ontario and Ontario Ministers of Finance, Municipal Affairs and Housing, Whitby’s MP and MPP, the Association of Municipalities of Ontario, and every municipality in Ontario.

According to Councillor Rhonda Mulcahy, housing affordability is one of the biggest challenges facing families in Ontario.

The current GST/HST rate on new homes in Ontario stands at 13 percent, which adds tens of thousands to the price tag of a typical home.

The available federal and provincial HST rebates for new homes purchased from builders are restricted by price thresholds. Most new homes in Ontario exceed these thresholds, limiting their effectiveness in enhancing overall housing affordability, a town statement highlighted.

Federal and provincial authorities have suggested new GST/HST rebates only for first-time homebuyers buying newly built or substantially renovated homes from builders (see below).

Research by the Ontario Homebuilders’ Association indicates that first-time home buyers currently account for around 5 percent of the market for new homes, according to the statement.
