The Particular Investigations Unit says somebody referred to as police to report a break-and-enter at a house on Downey Circle earlier than 8 p.m.
The SIU says there was an trade of gunfire between the 17-year-old and 4 officers after they arrived.
The watchdog says the teenager was shot a number of instances and he died on the scene, whereas a police officer suffered minor accidents and was taken to hospital.
