Ottawa’s municipal  Workplace of the Auditor Basic (OAG) has launched a report on its investigation into the Metropolis of Ottawa’s Constructing Code Providers (BCS), highlighting inconsistencies within the documentation of due diligence actions required earlier than issuing a constructing allow and an occupancy allow.

The investigation was initiated following a number of studies obtained by the Metropolis’s Fraud and Waste Hotline. The OAG’s goal was to evaluate constructing allow software and inspection practices in relation to the issues raised.

The OAG discovered within the report launched on Monday (Feb. 10) that whereas BCS evaluate and inspection actions had been being taken, the documentation out there didn’t enable them to conclude that each one due diligence actions had been accomplished earlier than permits had been issued.

“Evidence assessed demonstrated that some BCS review and inspection activities were being taken; however, the documentation available did not allow us to conclude that all due diligence activities were completed before the permits were issued,” the report states.

“While we were able to substantiate specific allegations reported, the lack of specificity of various other allegations and the inability to corroborate the other claims resulted in us not being able to fully prove or disprove their merit. No further information can be provided on these allegations as we were unable to conclude on them.”

The report makes a number of suggestions to enhance BCS processes and documentation, together with:

Proactive and well timed monitoring of open inspection information
Enhanced working and documentation protocols
Design and introduction of a risk-based high quality assurance program
Improvement of a categorization/precedence scale for deficiencies recognized

The Chief Constructing Official has agreed to implement the entire OAG’s suggestions.

Along with the suggestions, the report additionally highlights a few of the challenges confronted by BCS, such because the excessive quantity of constructing allow functions and the necessity for extra workers.

The report additionally notes that BCS is within the technique of migrating to a brand new Land Administration Software program (LMS) system, which is predicted to enhance document maintaining.
