Two Richmond Hill residents and a Norwood man are going through a number of charges following a Managed Medicine and Substances Act investigation by Peterborough/Northumberland OPP.
On Aug. 15, one suspect was arrested after a search warrant was executed in Norwood by a number of OPP items, with help from RCMP and Canada Border Service Company. Biao Chen, 32, of Richmond Hill was arrested and charged with:
