Mississauga Secures $401.4 Million for Housing and Infrastructure

The City’s initiatives to simplify the process of constructing new homes, including major reductions in development charges, played a key role in obtaining this significant funding.

Today, the governments of Ontario and Canada revealed up to $401.4 million in funding aimed at helping Mississauga develop housing-supportive infrastructure, which includes vital new transit projects.

Mayor Carolyn Parrish and Members of Council gathered with Ontario Premier Doug Ford for today’s official announcement alongside Rob Flack, Minister of Municipal Affairs and Housing, Jennifer Mc Kelvie, Parliamentary Secretary to the Minister of Housing and Infrastructure and Member of Parliament for Ajax, and Peter Fonseca, Member of Parliament for Mississauga-East Cooksville.

This funding is part of the Development Charges Reduction Program that assists municipalities that have lowered development charges to invest in necessary infrastructure supporting growth. It falls under the larger Canada-Ontario Partnership to Build.

Mississauga was among the first cities in Ontario to significantly cut development charges-by as much as 100 percent-to encourage more home construction and enhance affordability. The City has committed to keeping these reductions until March 31, 2029.

New infrastructure funding

The newly allocated funds will assist in developing housing-enabling infrastructure like two essential transit projects: a zero-emissions transit maintenance facility and a new downtown transit mobility hub. As Canada’s seventh-largest city, investing heavily in transit infrastructure is crucial for fostering new housing development.

These investments have long been advocated by the City and will aid in accommodating Mississauga’s increasing population while delivering enduring benefits for both residents and businesses.

New transit maintenance and storage facility

The City plans to establish a new zero-emission transit facility on its property located at 7300 West Credit Avenue to accommodate future growth and enhance service quality.

A projected 50 percent rise in transit ridership by 2035 necessitates an additional 250 buses. Mi Way currently operates from its Edward J. Dowling Transit Facility and Malton Satellite Facility. Both facilities are at full capacity, hindering fleet expansion as well as service improvements.

The City’s Climate Change Action Plan aims for substantial reductions in greenhouse gas emissions; thus transitioning to a zero-emission bus fleet is an essential priority. The new zero emissions facility will facilitate Mi Way’s shift towards cleaner technology while expanding capacity and improving overall transit service.

New downtown transit mobility hub

Mississauga’s downtown area is experiencing rapid growth. Currently home to 36,000 residents along with over 1,100 businesses, it serves as a critical retail center as well as an important transportation gateway. The downtown population is expected to more than double by 2051.

The City is working on establishing a new Downtown Transit Mobility Hub that will enhance the existing City Centre Transit Terminal while integrating local and regional transit services-including the Hazel Mc Callion LRT. This hub aims to provide seamless connections while boosting reliability in transit services alongside future ridership increases. It will also promote developments focused on public transport accessibility.

This hub will improve how transit connects within walking paths, cycling routes, and road networks throughout the City. As such, it’ll make traveling between homes, workplaces, businesses, and downtown areas much easier.

The hub is currently progressing through the Transit and Rail Project Assessment Process (TRPAP). This provincial approval process ensures responsible planning for transit projects with public feedback included. The TRPAP should wrap up by late 2027 before moving into design stages-which sets it up for construction aimed at transforming Mississauga’s downtown area.

This vital investment into our transit system will help create a more connected downtown that supports new housing options along with economic growth while improving access to key locations across the city.

Next steps

This funding depends on signing a bilateral agreement under the Canada-Ontario Build Communities Strong Fund alongside a Transfer Payment Agreement with provincial authorities. Further due diligence must also be carried out alongside project confirmations from both levels of government before proceeding.
